Hi Dave. A group of Cisco people including Martin and I are working on a paper on Government 2.0 and would be interested in your views and those of your views. The current version is posted at: http://theconnectedrepublic.org/posts/231, so any reaction very welcome.

I just listened to the e seminar given by Frank and Leah from NAPA and there is a lot of great great stuff covered both here and there.

https://event.on24.com/eventRegistration/EventLobbyServlet?target=registration.jsp&eventid=114568&sessionid=1&key=678B0A8E2EF9807A8DB3385DBD40AAE9&partnerref=FCWWeb2_082108_NAPA&sourcepage=register

I work for the government in New Zealand as a design adviser for the tax department. I'm working on a project that is looking at the future of information sharing between employee's-employers and government. I'm about to pitch a pretty transformational idea based on GOV 2.0 principles to my project team so this post and that great seminar (i can't remember where i heard about it, was it here?) are going to be key to justifying the higher level potential around intra and inter departmental collaboration it will enable.
However the project itself will be about citizen collaboration generating funding for community projects through simple change of information channel from paper to electronic. The money comes from a subsidy set up 2 years ago by government to encourage employers to use payroll intermediaries (switch from paper reporting to electronic essentially).
New Zealand is only small (4 million people) and yet the amount of money this system could generate for local communities is 15 million $NZ or about $10 million US annually.
Then the government has a pre-made self supporting collaborative network based around community development with which to inspire the inter and intra departmental collaboration.
Exciting!

Great post; thank you. I'm going to use some of this material you have here to generate questions for Admiral Thad Allen, commandant of the Coast Guard, at the DOD-sponsored bloggers roundtable on Monday.
