The TIA initiative also talks about a massive effort in foreign language translation. This broadcast on the ABC in Australia (transcribed here) discusses the issue in detail. A quote from it:

"Here?s a reading from a talk by Everette Jordan at a recent conference, saying what the US government wants:

'Magic. Tools and gadgets are not enough, language is the most human interaction, spoken communication, tone, meaning, context, sarcasm, irony, humour, geography, politics, history; all have to be taken into account, and that is beyond technology. The words are there, but the meaning is often something deeper.' "
