Instructions for cooking in a normal oven tell you how long and how hot. But microwaves rely on unscaled buttons for "power" that vary from machine to machine. Why isn't there a standard unit of cooking energy for microwaves so instructions could say "Cook in your microwave for ten minutes at 350 joules" (or ohms, watts, newtons, pounds per square inch, parsecs, francs, or whatever the right unit of measurement is...I'm a humanities major, dammit!)? Because the microwaves go directly into your brain, and as long as you know when the meal is done, the oven will know.

Commercial-grade magnetrons and associated controllers don't have fine-graned control like that. More or less they're at either 100% or 0% power. The power rating by % is done by duty cycle modulation (70% power might be 14 seconds on followed by 6 seconds off).
Since the overall power rating of microwaves varies, the effect on the food over time varies. Basically, instructions like "your microwave may vary; adjust accordingly" are about as good as it gets. -m

David -- can't resist having just spent far more time than I would have liked dealing with replacing a built-in microwave. The short answer is most of us don't know from joules. The longer one ... Our new GE Spacemaker XL1800 (no, I'm not getting paid for this)is much more powerful than the 15-year-old unit it replaces but luckily has some intelligent features built in. For instance, instead of guessing about how to defrost last night's dinner without literally nuking it, I was able to put in the weight and it balanced it from there -- even reminding me via an lcd readout and a beep to turn the package over. If I reheat something, I can select from various options like "three-food plate" or x-amount of vegetables that give the machine a clue about to behave. The popcorn option has sizes to choose from, etc. I'm going to have to guess a lot more when I start drying some herbs but so far so good. P.S. all time favorite button so far is "add 30 seconds."
