True, but the OSD mixes the journals that release price barriers (granting no rights, and giving free beer only to people in institutions that sign deals) like AGORA/HINARI with the journals that are actually compliant with the Budapest Declaration on OA (granting rights to users as well as lowering the price barrier). Worth creating a line between the two, though both are worthy ideas.
